The Social Change Assistance Trust (Scat) is a veteran independent fund-raising and grant-making development agency based in Cape Town, South Africa. Scat was established on the 11th of November 1984 by Barry Streek, Gordon Young and Di Oliver with the aim to channel funds to rural communities with limited access to resources and experience of marginalization of their human rights.
