The Delegated Authority to the Fishing Rights Allocation Process (FRAP) of the Department of Agriculture, Forestry and Fisheries (the department) has concluded the allocation of fishing rights in the Netfish sector. A total of 1632 Netfish application forms were distributed while 226 completed forms were receipted. The rights allocated in this sector are for a period of 15 years.
Of the 226 receipted application forms, 29 out of 38 previous right holders in the Gillnet fishery were successful, while 8 out of the 9 previous right holder applicants in the Beach Seine fishery were successful. Rights have been granted to 92 applicants in the Gillnet fishery and 20 applicants in the Beach Seine fishery. The final list of successful and unsuccessful applicants is available on the Department’s website and will be displayed along the coast in all Departmental Compliance Offices.
A 90 day Appeals period for this sector commenced on Wednesday, 17 August 2016, and will close on Thursday, 17 November 2016 at 16H00. All appeals must be received by the Department by not later than 16H00, Thursday, 17 November 2016.
Appeals must be submitted to the Minister: Agriculture, Forestry and Fisheries, for Attention: Deputy Director: Administration (FRAP), Customer Service Centre, Ground Floor, Foretrust Building, Martin Hammerschlag Way, Foreshore, Cape Town, 8001 and marked as follows:
Appeals shall set out all the relevant facts as well as the grounds of appeal and shall be accompanied by any relevant document. All documentation appended to the appeal must be certified by a Commissioner of Oaths as being a true copy of the original. Appeals must be submitted by hand and/or by email. Importantly, when appealing, information not submitted during the application process will not be considered for appeal purposes i.e. no new information may be submitted to supplement an appeal. Appeals submitted by email shall be submitted only in a PDF format to FRAP2015appeals@daff.gov.za
For successful applicants, notification letters informing them of the Delegated Authority’s decision will not be posted.
All successful applicants will be required to collect Grant of Right letters in person from their nearest Departmental Office as provided in the list attached herein, subject to the provision of their South African Identification Document. These letters are envisaged to be made available for collection as of Tuesday, 23 August 2016. A Code of Conduct will accompany the letter which must be signed and returned to the Department.
Therefore, no letter will be posted to successful applicants.
