The Overstrand Municipal Council recently approved the policy for Tiny Houses as an additional option for meeting the housing needs of a growing community.
Councillor Clinton Lerm, Mayco Member of Investment and Infrastructure, said Overstrand is proud to be one of the first municipalities in South Africa to re-think how housing challenges can be addressed. By adopting this policy we lead the way forward as a solution to the ongoing housing challenges.
A tiny house has a footprint of less than 27m² but complies with the definition of a residential dwelling.
Based on their intended use, tiny houses can be grouped into three categories which include permanent, temporary and transitional dwellings.
Permanent tiny houses are attached to municipal-approved foundations, with occupant safety and energy efficiency being prioritised.

Temporary tiny houses are built on a chassis or frame and can have wheels, with moveability being prioritised.

Transitional tiny homes are basic living facilities for people who lack shelter, with the flexibility to meet immediate local needs being prioritised.

Zoning codes determine where owners can site their tiny houses. For example, in a Single Residential Zone 1, permanent tiny houses must be attached to approved foundations and direct neighbours’ consent is required. Permanent tiny houses must also meet the requirements of the National Building Regulations (NBR), except for the dimensions.
