MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10H15 ON THURSDAY, 23 FEBRUARY, 2023, AT LUCKY FISH, PERLEMOEN STREET, PEARLY BEACH.

The Chairperson welcomed everyone to the meeting, thanked Jason for making the venue available to the committee, and asked Alderman Coetzee to open in prayer.

The January 2023 minutes were approved.  
Proposed by Trevor and seconded by Vivienne.

 
MATTERS ARISING FROM THE PREVIOUS MINUTES

INFRASTRUCTURE AND MAINTENANCE

A meeting was held in Gansbaai on Wednesday 22 February, with the Manager of Solid Waste, Craig Mitchell with regard to the Drop-Off Zone.  It was agreed that the Drop Off zone would be open every day of the week, except Wednesday, between 8am and 5pm.  On a Wednesday, it would be closed and no bins would be available outside the gate on this day.  On Saturdays, Sundays and Public Holidays the Drop Off would be open from 10am to 3pm.  A notice will be sent out with the municipal bulletin along with SMS messages to all ratepayers.  Law Enforcement will man the zone on the first few Wednesdays and spot checks will be undertaken thereafter.  Electricity is available in the site office, but the DB board is faulty and needs to be repaired.  The possible installation of a camera has been suggested. 

Enviro Serve is expected to hold a meeting next week with the municipality to clarify matters.  It was also suggested by Alderman Coetzee, that 2 15 cu m bins in place of one 30 cu m bin for household refuse be considered (1 recycling and 1 normal refuse.)  Jason expressed his concern that people will not have an option to dump if the zone was closed with no bins outside.  It was agreed that it would be a lengthy process to educate the community in this regard, but that perseverance was required.

Councillor Fourie has forwarded a letter to the Provincial Roads Manager to request permission to reduce the speed limit at the entrance to Pearly Beach from 120km/h to 80km/h.  Visibility has improved since the vegetation was cleared at the entrance.  

Estate agent boards have not been removed.  Councillor Fourie stated that LE were extremely busy with more important issues at the moment, but that this would be brought to their attention once again.  

Paint and various other materials have been received from the municipality for the re-painting of the whale.  Gordon will be approached to prepare and paint the whale and the PBRPA will carry the cost of his labour at R300 per day - it is expected that the paint work could be completed in two days.  Ronel has been asked to paint the barnacles and eyes of the whale, but she will be overseas for a while and this project will therefore not be completed immediately.

Alderman Coetzee has obtained a tap for the drinking fountain to be erected on the Village Green.  A plinth will be built to accommodate the tap.  Once again, it was noted that some preliminary work needs to be undertaken and that this project will also not be realised straight away.

Alderman Coetzee will follow up with Liezl de Villiers re the wildlife signage around the village. 

ARRANGEMENTS FOR THE AGM

The AGM will take place at the D R Church at 10 am on Saturday 11 March, 2023.  Wilma is to be thanked for organising the venue.  Members have been informed via email and on the PBRPA notifications group.  A reminder will be sent out next week.  

Shirley will print the attendance register and members will be requested to provide their cellular numbers so that everyone can be added to the PBRPA notifications group to improve communication with the community.

GENERAL

A copy of the Constitution had been circulated to the committee members for perusal.  Several amendments were proposed to the Objectives of the PBRPA, together with a few suggestions regarding membership.  It was agreed that once the committee has finalised these proposed amendments, that these be presented at the next AGM for consideration by all members as members need to be advised six weeks ahead of any AGM of the intention to amend the Constitution.

Vivienne stated that the municipality is to be complimented for clearing the overgrown verges and cleaning up the village 

With nothing further to discuss, the meeting was closed at 12h15.
