MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10H00 ON THURSDAY, 30 MARCH, 2023, AT SEEFF’S OFFICES, PEARLY BEACH
The Chairperson welcomed everyone to the meeting, thanked Nelia for providing the venue and asked Alderman Coetzee to open in prayer.

APPOINTMENT OF OFFICE BEARERS AND PORTFOLIOS
It was unanimously agreed that all committee office bearers and portfolio holders from 2022 would be retained for 2023:

APPROVAL OF MINUTES DATED 23 FEBRUARY 2023
The February 2023 minutes were approved.
Proposed by Trevor and seconded by Vivienne.
INFRASTRUCTURE AND MAINTENANCE
As agreed at a previous meeting, there will be increased Law Enforcement visibility at the Drop Off Zone.
The Zone’s operating hours during the week will be 8 am to 5 pm with the Zone closed on Wednesdays. Operating times for weekends and public holidays will be 10 am to 3 pm.
Wilma suggested that the obsolete Telkom poles be used for signage around the village. Permission will be needed from Telkom to remove the poles. Wilma will liaise with the ward councillor and he in turn would ascertain from the municipality as to whether we would be allowed to erect signs on shorter sized poles.
Councillor Fourie advised that a letter has been forwarded to the Provincial Roads Department requesting a reduction in the speed limit at the entrance to Pearly Beach. He had not yet received a response but would follow up with them before our next management committee meeting in May.
As soon as Gordon has several free days, work will begin on preparing the Whale in the enclosure. All paint and necessary materials are available. Ronel will paint the barnacles and eyes of the whale once she returns from overseas. It was noted that this project will take some time.
Alderman Coetzee has obtained a tap for the drinking fountain to be erected on the Village Green. A plinth will be built to accommodate the tap. It was noted that the tap will need to be modified to fit its purpose and that this project will not be undertaken immediately.
Alderman Coetzee has spoken to Liezl de Villiers regarding the wildlife signage around the village and she will arrange for the faded signage to be replaced. A new contractor has been appointed and this is probably the reason for the delay. Alderman Coetzee undertook to follow up with Liezel.
Shirley informed the meeting that Tiaan Marx has been appointed as the Acting Area Manager for Gansbaai. It was noted that Jason Solomons has been appointed as the Acting Director of Community Services in Hermanus.
FINANCE AND MEMBERSHIP
The Financial Statement is attached to the original of this minute.
Trevor has collected subscriptions from a few members. He requested committee members to accept cash payments from any member who wishes to bring their subscriptions up to date. Once the membership fees are passed onto the Treasurer, he would then contact the member(s) and issue a receipt via email or hand deliver in the village.
An application for membership had been received from S & I Munro who were proposed, seconded and accepted as members of the PBRPA. Shirley will write to them welcoming them to the Association.
REPORT BACK FROM AGM, 11 MARCH 2023
Shirley thanked Wilma and Councillor Fourie for their assistance in hiring the DR Church Hall at a special rate for the AGM. Attendance at the AGM was lower than previous years, but a number of apologies had been received from members. Had these members been present, attendance figures would have been the same as at the 2022 AGM.
It was suggested that we post a general notice on the PB Info Telegram group explaining what the PBRPA represents and announcing our next scheduled public meeting which will take place on Thursday 20 April @ 4pm - venue to be confirmed. Wilma will contact the Angling Club to request the use of the venue. This public meeting will be held to explain the draft budget and address any queries that residents and home owners may have. Members will be notified via the PBRPA Whatsapp Notifications group.
CONFIRMATION OF AMENDMENTS TO THE CONSTITUTION
This will be discussed further at our next meeting in May.
REPORT BACK FROM WARD COUNCILLOR RE OMAF MEETING
The draft budget will be published on the 6 April for public comment. It needs to be approved by the end of May 2023. Alderman Coetzee gave a detailed explanation concerning the increases in municipal rates and taxes. If requested to do so, he will provide more details at the public meeting in April.

Shirley will follow up on our Tourism Board membership subscription invoice that has not yet been received.
With nothing further to discuss, the meeting was closed at 11.35 am.
The next management committee meeting will be held in May, date to be advised.
