The PBRPA management committee addressed key issues, including ongoing infrastructure concerns.
MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10H30 ON THURSDAY, 6 JULY, 2023, AT SEEFF’S OFFICES, PEARLY BEACH.

APPROVAL OF MINUTES DATED 25 MAY 2023
The May 2023 minutes were approved.

MATTERS ARISING FROM THE PREVIOUS MINUTES
The tap for the drinking fountain on the Village Green has been passed onto to Vernon Potter for modification.
Gordon has cleaned the whale enclosure together with the actual whale which has now also been repaired. Painting has commenced and it is hoped that the whale will not require fibre glassing as well. An assessment will be made once the painting is completed.
Shirley indicated that the area in front of the entrance wall also requires weeding and that this could perhaps be included in Gordon’s duties with this project.
Alderman Coetzee will follow up with Liezl de Villiers regarding the wildlife signage around the village. To date, we have not received any further feedback.
FINANCE AND MEMBERSHIP
Trevor stated that the Association’s finances are in a healthy state. An Application for Membership had been received from Marilyn Ramsay. Her application was proposed by the Treasurer, seconded by the Chairperson, and unanimously approved by the meeting.
ISSUES AROUND THE VILLAGE
Jason reported that he has prepared a letter to be circulated to the security companies regarding the nuisance factor and security issues concerning alarms. He will circulate the draft to the committee before emailing it to the relevant security companies.
An email from a resident had been forwarded to the committee regarding a vicious attack on a little dog by two other large dogs who had escaped the confines of their property. Law Enforcement has been contacted by the owner and the matter has been brought to the attention of the PBRPA and the ward councillor. It was noted that the relevant by-laws need to be enforced and upheld and that dog owners need to take responsibility for securing their animals, especially in the case of aggressive dogs, which pose a risk to other dogs and to people if they leave their premises.
A request had been received from a member regarding the state of the playground equipment at the village green. The committee agreed that this equipment needs to be properly maintained, and when necessary, replaced as is in the case with the equipment at the play park at Eluxolweni. Cllr Fourie was requested to investigate the possibility of upgrading the village green playground equipment.
BUILDING PLANS AND DEVELOPMENTS
Nelia advised Alderman Coetzee that the abandoned, vandalized house in Broadway is Erf 543. He undertook to contact the Building Inspector in this regard.

GENERAL
Trevor advised that a board had been damaged and had flown off at the parking area in Charlie van Breda Drive during the recent inclement weather.
Cllr Fourie stated that the Mayor’s PA is attempting to locate the relevant authorities at Telkom in order to have the defunct Telkom poles at Pearly Beach removed.
Cllr Fourie was requested to liaise with Pierre Wessels regarding a possible recruitment drive for the PBRPA.
The Chairperson suggested a public meeting be held in August - tentative date, Thursday 31 August 2023 from 16h00 to 17h00 with the possibility of the committee meeting briefly beforehand at 15h30. She would ask Wilma to contact the Angling Club with a view to using their venue.
Cllr Fourie mentioned that he would be receiving training in the use of Collaborator Citizen and would provide instruction on the use of this app at the next Ward 11 committee meeting on 18 July. In the meantime, he suggested that maintenance issues continue to be reported telephonically using the special number issued to the ward representatives, until such time as they are familiar with the new process and the use of Collaborator Citizen.
The business matters having been concluded, the meeting was then closed at 11h30.
