PBRPA November 2023 Meeting Minutes

MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10h00 ON 30 NOVEMBER, 2023, AT THE SEEFF OFFICES, PEARLY BEACH.

The Chairperson welcomed everyone to the meeting, thanked Nelia for providing the venue and asked Alderman Coetzee to open in prayer.

The October 2023 minutes were approved.

MATTERS ARISING FROM THE PREVIOUS MINUTES

INFRASTRUCTURE AND MAINTENANCE

There is still no visible Law Enforcement presence at the Drop-Off Zone on a Wednesday.  Jason expressed concern that people will continue to dump their refuse outside the gate when the zone is closed which presents a worse problem than leaving bins outside.  Alderman Coetzee was adamant that no bins should be left outside the zone when it is closed as this will encourage vagrants to rifle through the bins and discard what they do not need, creating an untidy and unsightly mess, as has been the case in the past.  It was further noted that the number of bins placed outside the zone when it is closed are always inadequate - they rapidly overflow – therefore when the zone is closed, no bins should be available outside and residents should be encouraged to bring their refuse on a Thursday when the zone re-opens.  

It was suggested that the problem be referred to the Mayor as Shirley has already reported the problem on the Collaborator requesting the presence of Law Enforcement on a Wednesday.  

Nelia has spoken to Pieter at Open Serve regarding the obsolete Telkom poles.  She has been provided with two email addresses to forward the request to.  

She also advised the meeting that a survey will have to be undertaken to ascertain the number and location of the poles in Pearly Beach as Telkom might want to use them in the future for fibre installations.  The committee did not consider this likely as fibre was installed some ten years ago in the village but has not yet been connected. 

Alderman Coetzee has received sand, stone, and bricks for the drinking fountain at the entrance to the Fynbos Garden on the Village Green. He is awaiting the cement and pipes so the project will only commence early next year. 

Efforts will be made to repair the whale flipper as well as the touching up of the painting, but this will depend on the availability of Gordon to complete the project before the New Year. 

The electric pole has been replaced and the bee hive has been removed.

Alderman Coetzee will follow up with Ronel Smuts regarding the painting of the street map.

Cllr Fourie circulated photographs of the work carried out at Castle Beach where the boardwalk has been repaired.  The opening of the blue flag status beach will take place tomorrow, 1 December, 2023.

Cllr Fourie stated that the biggest threat of the busy season ahead would be fires.  It was noted that there is a lot of brush lying next to the entrance road after the bushes have been cut back.  This should be disposed of as soon as possible.  

He also confirmed that the NW Fire Volunteers group was 80% finalized.  The municipality has agreed to undertake training. 

Alderman Coetzee mentioned that the topic of a Jukskei court in Arc Street was discussed at the last Ward 11 committee meeting and that the person who raised the issue has discussed it with him, indicating that he would be prepared to take responsibility of the small area.  Strong objections from the PB Conservancy have been raised as the proposed area contains a large percentage of fynbos vegetation.  

Alderman Coetzee informed the meeting that the proposal from the Jukskei organisers is to clear pathways and erect a few benches.  Shirley indicated that this additional information was not conveyed at the Ward 11 committee meeting.  Jason undertook to discuss the matter with Elrina Versveld.

FINANCE AND MEMBERSHIP

Trevor agreed to forward an email to all members who have not yet paid their 2023 subscription fees.  Shirley requested a copy of the updated membership list in order to email a short newsletter to members before Christmas. 

Cllr Fourie will send Shirley a list of new residents in PB.

PROPOSED AMENDMENTS TO THE CONSTITUTION

Amendments were discussed at length - Shirley will attach suggested proposed changes to the minutes for comment.  Adequate notice of the intention to amend the Constitution needs to be given and Shirley stated that members will be informed via the December newsletter and the various proposed amendments will be noted on our website, as well as on the AGM Agenda which she intends to circulate six weeks to two months before the AGM is to be held.

SUGGESTED DATE FOR 2023 AGM

The proposed date for the next AGM has been set for Friday 22 March 2024 at the Angling Club at 2pm – Shirley to confirm venue.

GENERAL

Shirley reiterated that confidential discussions held during our meetings should remain private and should not be repeated outside of committee.

Jason suggested that a defibrillator for the village be added to the wish list.  However, Alderman Coetzee responded that this does not fall under the municipality but the Department of Health. 

With nothing further to discuss, the meeting was closed at 11h45.  The next meeting will take place on 25 January, 2024, at 10h00 at the Seeff office.
