Summary of the (PBRPA) October 2024 Meeting
The PBRPA management committee addressed key issues, including ongoing infrastructure concerns.
MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10H30 ON WEDNESDAY, 24 AUGUST, 2022, AT SEEFF’S OFFICES, PEARLY BEACH.
PRESENT:
• Cllr Steven Fourie (Ward Councillor), Alderman Dudley Coetzee (ex officio) and Mr Trevor Archer
• Mesdames Shirley Coetzee, Nelia Hurter and Vivienne Burton-Moore

The June 2022 minutes were approved.
Proposed by Trevor Archer and seconded by Nelia Muller.
The committee discussed the state of the posters at Perlemoen Street which are faded and in need of replacement. Alderman Coetzee agreed to follow up with Penelope Aplon and also enquire as to the progress at the Rotunda Beach Boardwalk. Decals have been ordered to replace the incorrect sign at Pearly Beach. It was noted that signage has been ordered by the Conservancy for the open areas.
Shirley confirmed that the drop-off zone and the main road into Eluxolweni was cleared of rubble and refuse with in excess of 200 black bags being filled and removed. Cllr Fourie will circulate the contact numbers to report offenders leaving their refuse out on days other than collection day. It was agreed that fines need to be enforced for repeat offenders. Large amounts of garden refuse were dumped outside the Drop-Off zone on Wednesday the previous week when the zone was closed.
Law Enforcement has been requested to monitor the situation at the Drop Off Zone particularly on a Wednesday and to identify offenders, obtain photographic proof and issue fines.
The illegal dumping of household and garden refuse in Eluxolweni was once again raised. This has been discussed with the Area Manager and efforts will be made to deal with the matter.
The road reserve has been cleared on Afsaal Street. Cllr Fourie will follow up on who the contractor was and why this was undertaken.
Shirley will send out a newsletter shortly addressing, amongst other items, the issue of resident and stray cats. She will also ensure that a letter of complaint is forwarded to KFC regarding the litter in the village and request their assistance in curbing it.
Alderman Coetzee will follow up on the drinking fountain and report back at the next committee meeting.
It was agreed that the public feedback meeting be held as soon as possible. Councillor Fourie suggested that the administrators be requested to attend such a meeting in order to explain how certain decisions are taken.
The following items should be included/or remain on the new IDP Wishlist:
• Satellite Police Station
• A garage to house the NW fire truck
• A generator for water supply during load shedding
• Tarring of parking area at Castle Beach
Ward Committee meetings are scheduled to take place from the 5 - 9 September to prioritise items on the IDP. Public meetings are scheduled to take place the 19 – 23 September.
After discussion, Shirley stated that we should ensure that these dates are not changed before setting a date for the public meeting. Councillor Fourie will confirm the date and time and the club will be approached as a possible venue for the public meeting.
Clarity will be obtained from the Fire Chief with regard to controlled burns in the village.
Alderman Coetzee and Councillor Fourie will ascertain the condition of the fire trailer with the Chairperson of the NW and report back at next meeting.
Trevor reported that the year to date cash balance is R7817.02.

She also informed the meeting that the building department needs to inspect various properties in the village for contravention of the building regulations, in particular 27 Ridge. These have already been reported to the building department and feedback is awaited.
Alderman Coetzee agreed to report any unfinished buildings.
It was confirmed that Blue Water Bay will remain listed as a boat launch site for the time being, but that this is not a municipal issue, and that DFFE and Cape Nature need to resolve the problem of poaching and driving on the beach.
With nothing further to discuss, the meeting was closed at 11h45. The committee will be advised of the date of the next meeting in due course.
