For new surfaces, only 1 coat of primer is required but weathered prepared surfaces require 1 - 2 coats for treating the presence of rust or dampness. Topcoats require a minimum of 2 coats. You can achieve good opacity and an aesthetically pleasing finish with the application of 1 coat, but the additional coat will add film build to ensure the products live up to the paint's life expectancy.
