Municipal Notice: Phased Implementation of Municipal Services During Lockdown Level 3
The Country moved to lockdown level 3 on 1 June 2020. This means that we are now able to resume some more of our services in a phased manner, but only under strict conditions and with the observance of prescribed protocols that are aimed at ensuring the safety of both our clients and staff.
Where social contact is unavoidable to enable us to render services, stringent social distancing measures will be implemented and only a limited number of clients will be allowed into our offices. Clients will be required to sanitize their hands upon entry and where necessary allow us to record their names and contact details in a register. Staff on duty will frequently clean and disinfect objects and surfaces that are touched regularly.
Although we strive to render the best service possible, please bear in mind that we are not functioning at full capacity as we may not allow more than 50% of our staff to resume work at the offices, and there may thus be a slightly longer turn- around time on certain transactions and enquiries.
Clients are encouraged where possible to make use of on-line services, and it will be indicated under each service whether there is an electronic option available and how it can be accessed.
Our essential services (water, electricity, sanitation and refuse removal) have been functional since Level 5.
Other services to be resumed now are:
1 TRAFFIC DEPARTMENT: VEHICLE REGISTRATIONS, DRIVING LICENCE TESTING AND VEHICLE TESTING STATIONS
1.1 GENERAL INFORMATION
- Services are only available to permanent residents of the Cape Agulhas Municipality.
- No cash payments will be accepted, payment can only be made by EFT, bank cards or bank guaranteed cheques.
- Although we encourage our clients to ensure that their licenses and permits are up to date, the Minister of Transport has issued a directive to the effect that the validity of all learner's licences, driving licences, temporary drivers licences, motor vehicle licence discs, temporary permits, roadworthy certificates and professional driving permits that expire during the period that commenced from 26 March 2020 up to and including 31 May 2020 are deemed to be valid for a further 90 days from 01 June 2020, and that Motor trade licences that expire during the period that commenced from 26 March 2020 up to and including 31 May 2020, are deemed to be valid and are extended for a further grace period of six months from 1 June 2020.
- Always provide acceptable proof of identification and proof of address, which is not older than 3 months when performing a transaction. The following link will take you to a list of acceptable forms of proof of address (POA list).
- It will expedite transactions and limit social contact if you download and complete forms at home.

1.2 MOTOR VEHICLE LICENCE RENEWALS (INCLUDING BRNC’s and TRNC’s) (AVAILABLE WITH IMMEDIATE EFFECT)
- Only a limited number of individuals/businesses can be assisted per day at the Bredasdorp Traffic Centre on a first come first serve basis, every weekday from 9:00 until 12:00.
- Renewals can also be done at the Struisbaai and Napier Offices every weekday from 9:00 - 12:00.

1.3 VEHICLE REGISTRATIONS (AVAILABLE WITH IMMEDIATE EFFECT)
MOTOR DEALERS
- Completed applications and payment must be submitted to the supervisor. We will phone you when your transaction has been processed and you can collect your documentation. The maximum turnaround period for these transactions will be 5 days, except where Provincial transactions and authorisations are required.
- Transactions will be done in the afternoons.
INDIVIDUALS / BRNC’S / TRNC’S
- Only a limited number of individuals/proxies/representatives can be assisted per day at the Bredasdorp Traffic Centre every weekday from 9:00 until 12:00, on an appointment basis only. Please phone or e-mail us to make an appointment and indicate when making the appointment how many transactions you intend doing.

1.4 LEARNER AND DRIVERS LICENCES
BACKLOG (APPOINTMENTS CONFIRMED BETWEEN 26 MARCH 2020 AND 5 JUNE 2020)
- Appointments that were made for dates that fell in the lockdown period, which could not be honoured, will receive priority. We will phone you to confirm a new date and time.
- No new learner / drivers licence appointments will be accepted during June 2020.
- No new bookings will be accepted for learner’s classes during June 2020.
NEW APPLICATIONS (AVAILABLE FROM 1 JULY 2020)
- New learner/drivers licence bookings will be accepted from 1 July 2020.
- Bookings for learner classes will be accepted from 1 July 2020.
- Classes will be smaller to ensure social distancing.
1.5 ROADWORTY TESTS (AVAILABLE WITH IMMEDIATE EFFECT)
- A limited number of roadworthy tests can be done per day at the Bredasdorp Traffic Centre Bookings will be done on appointment basis only. Please phone or e-mail us to make an appointment.
1.6 RENEWAL OF DRIVERS LICENCES AND PROFESSIONAL DRIVERS PERMITS (PDP’S) (AVAILABLE FROM 15 JUNE 2020)
- A limited number of renewals of driver’s licences and Professional Drivers Permits (PDP’s) can be done per day at the Bredasdorp Traffic Centre on weekdays between 9:00 and 12:00. Bookings will be done on appointment basis only. Please phone or e-mail us to make an appointment.
1.7 TRAFFIC OFFENCES AND REPRESENTATIONS
- Clients are urged to pay their traffic fines via EFT and https://www.paymyfines.co.za/
- Representations should preferably be emailed.

- All construction is permitted under Level 3 and the Building Control Department has resumed its services albeit in a manner that limits social contact.
- We will endeavour to process all building plan applications within 10 days.

2.2 BUILDING PLANS: SUBMISSION, PAYMENT AND PROCESSING PROCEDURE
- Building Plans can be deposited in the designated box at the reception counter of the main office building (1 Dirkie Uys Street, Bredasdorp) during the hours that the offices are open, namely 08:15 - 12:45 and 13:30 - 15:30, or the tender box after hours.
- Building plans can be submitted electronically on here.
- The guidelines for electronic submissions are on the Municipal Website here.
- Please note that although we can accept electronic submissions and commence processing, you will still be required to deposit two hard copies in one of the boxes mentioned above before finalisation.
- Our staff will contact you telephonically or via e-mail to advise you what the costs are, our banking details and the appropriate reference so that an EFT Payment can be made.
- We will again contact you telephonically or via e-mail to advise you that the processing of your plan has been finalised, and where and when you can collect it.

2.3 BUILDING INSPECTIONS
- Inspections will be done on Tuesdays and Thursdays by appointment only.
- To arrange for an inspection, you may email one of the contact persons mentioned above or send a WhatsApp to 0829648297. Please include the town, erf number and contact number for said inspection.
3 TOWN PLANNING APPLICATIONS (AVAILABLE WITH IMMEDIATE EFFECT)
3.1 GENERAL INFORMATION
- The Town Planning Department has resumed its services albeit in a manner that prohibits social contact.
- Applications will be approved as speedily as possible within the parameters of applicable legislation.
- The Provincial Minister of Local Government, Environmental Affairs and Development Planning has given authorisation to deviate from the provisions of section 44(2)(b) of LUPA which deals with the manner in which notifications must be served for 90 days. Applicants will be required to provide accurate contact details for persons on whom notices must be served for each application.

5 OTHER SERVICES
