Authorization Granted for New Residential Development in Franskraal

The developer, Messrs Starcrow 111 cc from Kuruman bought vacant land (Erven 1885 and 1886) in Franskraal some two (2) years ago. The property is situated in the vicinity of the Franskraal Bowling Club - see locality map.

The environmental authorisation needed in terms of the provisions of the National Environmental Management Act (NEMA) was issued by the mandated office of the Department of Environmental Affairs and Development Planning - Western Cape on 25 July 2024.

The process was followed to obtain inputs from interested and affected parties and individuals (J + Ap’s). This authorisation (valid for five (5) years) will allow the developer to identify areas of indigenous vegetation exceeding 1 ha in size. Clearing of the vegetation and earthworks will be closely monitored by a qualified environmental expert (ECO). All activities need to comply with the approved Environmental Management Programme. Regular visits and auditing of compliance are required.

The proposed development comprises the development of 58 upmarket single residential and 3 private-public open spaces (parks) connected by properly designed access and internal roads and infrastructure services. The prestige property will offer awesome views over the existing developed residential area of Franskraal, as well as the beautiful ocean.

The prescribed changes of primary land use rights and subdivision of the property were advertised recently for public comment and no objections were received. Approval of this application by the Overstrand Municipality is expected by the end of August 2024. The developer is eager to commerce with the development and the starting time is planned for mid 2025. Marketing of the development will most probably start next year.
