PBRPA January 2023 Meeting Minutes

MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10H30 ON THURSDAY, 12 JANUARY, 2023

The Chairperson welcomed everyone to the meeting and asked Alderman Coetzee to open in prayer.

• Mesdames Shirley Coetzee, Nelia Hurter, Wilma Brent and Vivienne Burton-Moore

MATTERS ARISING FROM THE PREVIOUS MINUTES

INFRASTRUCTURE AND MAINTENANCE

The ongoing problems with the Drop-off Zone were discussed at an on-site meeting between Cllr Steven Fourie, Alderman Dudley Coetzee and the Manager Solid Waste Planning, Craig Mitchell. Craig stated that depending on budget, Enviro Serve could possibly hire a 2nd person to manage the site - this would have to come from the adjustment budget. The mayor had suggested that the site be opened 7 days a week during the holiday season. A long-term solution would be to erect a camera at the site.

It was noted that the opening times of 1 pm - 5 pm on a Sunday are not practical, as most holidaymakers and weekend visitors depart before these times. This item will be referred to the February Council meeting for discussion.

Trevor suggested that we add the photos of illegal dumping to the Pearly Beach WhatsApp group. Vivienne will speak to Cheryl and Amelia requesting that they inform guests of the location and operating hours of the zone.

It was suggested that emergency numbers, especially the local Fire Trailer contact number be added to the Pearly Beach WhatsApp group.

Cllr Fourie will follow up with the Area Manager on the materials needed to paint the Whale in the enclosure.

Estate Agency Boards need to be regulated as only 2 are permitted on each property for sale and the owners could be fined if these are exceeded. Shirley requested that photos of properties displaying more than two boards be taken and addresses noted and this information will then be forwarded to Law Enforcement.

Alderman Coetzee has spoken to Liezl de Villiers regarding the wildlife signage around the village. The artwork is no longer available due to copyright by the supplier. He will continue to liaise on this matter.

The security camera and generator for water supply are on the IDP.

FINANCE AND MEMBERSHIP

A new application for membership had been received from Pieter Nel Rossouw. Acceptance was proposed by Trevor and seconded by Shirley.

A suggestion had been received to hold our public meetings virtually. However, this is not possible at present, as the Association does not have the necessary equipment.

The AGM and 3 public meetings are planned in 2023. The DR church hall is available for the AGM scheduled for Saturday, 11 March 2023. Once payment has been finalized, the necessary Notice of Meeting will be forwarded to members giving them at least 4 weeks’ notice.

At the Treasurer’s request, an electronic copy of the PBRPA Constitution will be circulated to committee members, as the Objectives of the Association appear to be outdated. 

These will be discussed at our February committee meeting, together with any other amendments the committee deems necessary. Any changes will then be presented to members for their consideration and approval.

BUILDING PLANS AND DEVELOPMENTS

No building plans are available as the building department system was down.

GENERAL

No outstanding matters were noted from 2022.

A request from a member to change the speed limit on the R43 at the entrance to Pearly Beach - from 120 km/h to 80 km/h with a feeder lane into the village had been received via email. Cllr Fourie will address this at the District Council.

With nothing further to discuss, the meeting was closed at 12h15. 

The next meeting will take place on Thursday 23 February at 10h00.
