PBRPA October 2022 Meeting Minutes

MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 10H00 ON THURSDAY, 20 OCTOBER 2022, AT LUCKY FISH, PEARLY BEACH 

The Chairperson welcomed everyone to the meeting and Alderman Coetzee opened in prayer. 

PRESENT:

• Alderman Dudley Coetzee, (ex officio), Messrs Jason Stonehewer and Trevor Archer

• Mesdames Shirley Coetzee, Nelia Hurter and Vivienne Burton-Moore

APOLOGIES:

• Cllr Steven Fourie (Ward Councillor) and Mrs Wilma Brent

 
APPROVAL OF AUGUST MINUTES 

The previous minutes were approved. 

Proposed by Vivienne Burton-Moore and seconded by Trevor Archer.

 
INFRASTRUCTURE AND MAINTENANCE

Alderman Coetzee and the Chairperson updated the committee with regard to projects being undertaken in the village: 

• The signage at Pearly Beach has been corrected. 

• Stop signs around the village need upgrading. Shirley requested committee members to report any damaged or unsightly signage to her.

• A suggestion had been made by the Ward Councillor, that the committee consider undertaking the repainting of the whale on the village green as a project.

• The suggestion was well received and the RPA will carry the cost of the paint and equipment as well as the cost of a painter. Jason will appoint a local to undertake this venture and liaise with the committee in this regard.

• Alderman Coetzee will contact Penelope Aplon again with regard to the beach posters which are in need of updating.

• Nelia and Vivienne offered to print and laminate flyers which will be distributed around the village, asking residents and visitors to dispose of their refuse at the Drop Off Zone as opposed to putting it on the pavement or in a receptacle on the wrong day of the week. It was agreed it be stressed that the possibility of an R3 000 fine can be issued to offenders.

• Shirley informed the meeting that only one objection to the proposal to close off The Esplanade to vehicles had been received. This will proceed in due course.

 
FINANCE AND MEMBERSHIP

Trevor advised that no new membership applications have been received. Councillor Fourie will be requested to contact Pierre Wessels for a membership recruitment drive.

 
BUILDING PLANS

No building plans were available. These will be included at our next meeting.

The road reserve around the perimeter of Erf 332 has been cleared by the municipal contractor. The new owner has written to the Area Manager requesting that the area around the Milkwoods be cleared.

The members of the committee were asked to take photographs of dilapidated and unfinished buildings and forward to Shirley for reporting purposes.

The property in Ridge Road is under surveillance as there are more than 5 vehicles on the property which contravenes the local by-law. 

Shirley agreed to contact Telkom to request the removal of poles and wiring around the village as these are obsolete and look unsightly. Alderman Coetzee indicated that Telkom may not be willing to assist in this regard.

 
GENERAL

The committee was reminded of the Public Ward 11 committee meeting in Gansbaai on 25 October where the new IDP proposals will be discussed and considered.

A date for the 2022 AGM will be set at our November meeting. This is likely to be in March 2023.

Alderman Coetzee is still trying to source a drinking fountain for the Village Green.

Jason enquired about the progress with the installation of the security camera which was supposed to be placed at the entrance to the village. Councillor Fourie will be asked to enquire and provide feedback to the committee.

The date and time of the next committee meeting to be confirmed.

With nothing further to discuss, the meeting was closed at 11h30.
