PBRPA February 2022 Meeting Minutes

MINUTES OF A MEETING OF THE MANAGEMENT COMMITTEE OF THE PEARLY BEACH RATEPAYERS’ ASSOCIATION HELD AT 9H30 ON WEDNESDAY, 10 FEBRUARY, 2022, AT SEEFF OFFICES, PEARLY BEACH.

The Chairperson welcomed everyone to the meeting and asked Alderman Coetzee to open in prayer. 

 
PRESENT:

Cllr Steven Fourie (Ward Councillor), Alderman Dudley Coetzee, (ex officio), Messrs Jason Stonehewer and Trevor Archer            

Mesdames Shirley Coetzee, Nelia Hurter, Wilma Brent and Vivienne Burton-Moore

 
APPROVAL OF JANUARY MINUTES

The January 2022 minutes were approved.

Proposed by Trevor and seconded by Nelia.

 
MATTERS ARISING FROM THE PREVIOUS MINUTES

INFRASTRUCTURE AND MAINTENANCE

The 4 way stop and speed calming devices at Loop and Cross Streets will be completed during the course of this financial year.

Redundant signage on the corner of Broadway and Arcadia Streets has been removed by the municipality.

It was recommended that the Esplanade be closed to motor vehicles between East and West Streets, but be open to cyclists and pedestrians. Alderman Coetzee will address this with the Area Manager. At the suggestion of the Ward Councillor, Shirley will write to the Chair of the Neighborhood Watch and Conservancy for their comments and participation. 

Jason suggested a 40kph traffic sign be erected at the entrance to the village. Although this speed limit is not enforceable, it may assist in slowing traffic to a certain extent. 

The raised pedestrian crossing in Rotunda requires painted stripes. 

The rubbish around the village has still not been removed. It has been reported, but there is a backlog at the moment. It was suggested that the Drop-Off Zone be kept open on Saturdays and Sundays and closed on a Wednesday. This is merely a suggestion and we will have to await a final decision.

Alderman Coetzee, Cllr Steven Fourie and the Chairperson will attend the Annual meeting of the Landfill Environmental Association.

The lack of cleaning in Eluxolweni and the apparent tardiness of workers recruited in the area was noted. However, these are not teams employed by the municipality. Shirley would bring the matter to the attention of the Area Manager.

Nelia expressed concerned about the welfare of wildlife (in particular tortoises) when the municipal tractor is clearing verges.

Alderman Coetzee has undertaken to follow up on a drinking fountain on the Village Green.

Vivienne has made contact with the artist who has offered to paint the stone wall at the entrance to the village. Work will commence shortly once approval has been received from the Area Manager.

 
ANNUAL GENERAL MEETING

The date has been set for 10 March 2022 at 10 am at the Angling Club. The committee will assist with preparing the hall. The club is charging R250 for the use of their facilities.

Applications received from Pierre Wessels were seconded and approved by the committee:

Trevor requested that the “payment by crossed cheque” be removed from the Constitution, as cheques are no longer in use. Shirley suggested that members at the AGM be requested to approve this minor amendment.

REPORT BACK FROM WARD COUNCILLOR

Cllr Fourie advised that he will report back to the committee once he receives more clarity on ward committee funding.

The CCTV camera has still not been installed. The Ratepayers’ Association and Jason agreed to each write a letter of complaint to the new mayor. 

 
GENERAL

The parking area at Afsaal Strand will be re-surfaced once material is available.

Trevor suggested that all Ratepayers activities be included in our newsletter.  

With nothing further to discuss, the meeting was closed at 11h00.
